As Sonic runs past, his speed charges up the cross which in turn sends him propelling up a steep incline. The extra push allows Sonic to defy physics and walk up a wall that would otherwise be too steep to overcome.
Spinning crossess in the modern games
Dash pads perform a similar function as spinning crosses in the modern games.
Unlike spinning crosses, dash pads are over used and so have become uninteresting. Every level in a modern game contains at least 10 dash pads. (In contrast Spinning Crosses have only appeared in the jungle levels of Sonic CD and Sonic Pocket Adventure).
Dash pads are not charged up by Sonic’s speed, which prevents it from functioning as a super power.
